His solution?

Transparency.

All plea deals should be made in open court.

Otherwise, Justice Donnelly said:

I believe there is a great deal of pressure on people in our system to resolve their case by entering plea bargains, even if they're innocent.

Ohio courts reported that only three percent of criminal cases go to trial.

The other 97 percent are plea bargained.
