John Phelan is Chair of the Third Option Foundation.
Their website states he has “decades of experience in the critical spheres of CIA.”

Why did President Donald J. Trump name Phelan to head the Navy?
As Secretary of the Navy, Phelan will oversee a $200 billion budget.
His duties and responsibilities will be to manage and equip the Navy’s two million employees.
