CGI and CrowdStrike control cybersecurity of 100 federal networks, including elections
CGI’s Steve Zachowitz is in charge of this federal cybersecurity program for Homeland Security, also known as the Dept. of Home Security or DHS.
Since the last days of the Obama Administration in 2016, CGI Federal, an IT consulting firm, has controlled the federal government's cybersecurity programs.

According to testimony from the Committee of Homeland Security (DHS) on Sept. 19th, the cyber system CGI manages for DHS is “obsolete” and “ineffective.”

CGI also manages the outcome of elections for states and cities that have purchased Dominion Voting Systems.
One such example is California.

Julie Ziegler, CGI, Senior IT Dominion Voting Software Consultant
It was disclosed that CGI’s Senior IT Consultant, Julie Ziegler, knew Dominion Voting System software was defective.
She controlled how the California Secretary of State’s Office and their county election boards were to use Dominion Voting Services.
The source is an email dated June 5th, 2020, disclosed to the public on Friday as evidence in a court case.

SolarWinds is a software interface.
It reads, changes, and captures ballot signature images used to tabulate hand-marked ballots.
Scanners transfer these images to off-sight global data centers.
