When the Democrats anticipate stealing the midterm elections to regain control of Congress.

It transfers the U.S. Marshals Service to the Judicial Branch, controlled by Chief Justice John Roberts.

Under John Roberts’ orders, U.S. Marshals will enforce the Federal Judicial Branch's universal injunctions by arresting anyone who opposes them, including Trump.
In the process, it:
rewrites the U.S. Constitution, and
eliminates the requirement for a two-thirds vote to amend it, instead using a majority vote.
